Warwickshire Local Government Reorganisation

The government’s plan means that none of the existing six councils in Warwickshire will remain by 2028 and will be replaced by two larger single-tier authorities – one covering the north and the other the south. The new North Warwickshire authority will include the areas covered by Nuneaton and Bedworth Borough Council, North Warwickshire Borough Council and Rugby Borough Council. The areas covered by Stratford District Council and Warwick District Council will form the new South Warwickshire authority. Warwickshire County Council will no longer exist. The map below shows the two new authorities.

These changes are part of the government’s plans to give local areas more decision-making powers via a process called devolution.

The government’s proposed timetable means that this year’s elections in Rugby and Nuneaton and Bedworth will have been the last under the county’s existing structure. Elections for the newly formed authorities are planned to take place in May 2027. Following these elections, ‘shadow’ operations for a phased transition will be in place until the new authorities take full control in April 2028 when all the existing councils will be wound up.

Once the new authorities are up and running, all services for local residents will be delivered by their new local authority including those for which the borough and district councils were previously responsible e.g. things like waste collection, planning applications and street cleaning. The replacement authority will also take over things currently delivered by Warwickshire County Council such as education, social care, home-to-school transport and libraries.
