Warwickshire Local Government Reorganisation

The government’s plan means that none of the existing six councils in Warwickshire will remain by 2028 and will be replaced by two larger single-tier councils – one covering the north and the other the south.

The new North Warwickshire council will include the areas covered by Nuneaton and Bedworth Borough Council, North Warwickshire Borough Council and Rugby Borough Council. The new South Warwickshire council will include the areas covered by Stratford District Council and Warwick District Council. The map below shows the two new councils. 

Elections for the two newly formed councils are planned to take place in May 2027. Following these elections, ‘shadow’ operations for a phased transition will be in place until the new councils take full control in April 2028 when all the existing councils will be wound up.

A unitary council is a single local authority responsible for delivering all local government services within its area. For Willoughby residents, this will mean that instead of services being delivered separately by Warwickshire County Council and Rugby Borough Council, the new North Warwickshire council will be responsible for all services including education, highways, planning, waste and recycling, libraries, housing and adult and children’s social care.
